<strong>New Delhi:</strong> A few days ago, Congress leader Rahul Gandhi had claimed that the Aarogya Setu mobile application, designed to help users to identify whether they are at risk of the COVID-19 infection and provides people with important information, including ways to avoid coronavirus and its symptoms, is a &#8220;sophisticated surveillance system&#8221;.</p>
<p>Technology can help keep people safe, but fear must not be used to track citizens without their consent, the Congress chief had said.</p>
<p>&#8220;The Aarogya Setu app, is a sophisticated surveillance system, outsourced to a pvt operator, with no institutional oversight &#8211; raising serious data security &amp; privacy concerns. Technology can help keep us safe; but fear must not be leveraged to track citizens without their consent,&#8221; Gandhi had tweeted.</p>
<p>Now, a French cybersecurity expert, who goes by the name the name Elliot Alderson borrowed from the popular TV show Mr Robot, has come out claiming that a security issue has been found in the app and added that the Congress leader was right about the app. &#8220;Hi @SetuAarogya, A security issue has been found in your app. The privacy of 90 million Indians is at stake. Can you contact me in private. Regards, PS: @RahulGandhi was right,&#8221; read the tweet.</p>

<p>Earlier, Alderson had explored Iran&#8217;s COVID-19 app to find out what data it collects and who it sends this data to. Alderson showed how the website offering direct downloads of the app was registered by a Mostafa Anoosheh, who was linked to an app developer that had earlier created clones of the popular messaging app Telegram, which were accused of spying on their users.</p>

<strong>Mumbai:</strong> With the increase in numbers of novel coronavirus cases in Maharashtra, Mumbai got its first Covid-19 testing bus aimed at mass screening of people.</p>
<p>The bus was inaugurated on Friday by Maharashtra Health Minister Rajesh Tope, Environment Minister Aditya Thackeray, along with Brihanmumbai Municipal Corporation (BMC) Commissioner Praveen Pardesi at the National Sports Club of India in Worli via video conference.</p>
<p>Equipped with a full-fledged coronavirus testing lab, the bus also has an x-ray examination facility. Other necessary equipment will also be made available soon. There will be a small chamber inside the bus where tests will be conducted.</p>
<p>&#8220;It is the first mobile Covid-19 testing bus for mass screening. It will be using a combination of O2 saturation, AI-based X-rays for detecting novel coronavirus,&#8221; the BMC officials said.</p>
<p>The Covid-19 testing bus is also equipped with RT-PCR swab collection facility and will visit various slum locations and help to effectively isolate the high-risk suspects, the BMC said.</p>
<p>The Covid-19 testing bus has been made with the help of Krsnaa diagnostic and IIT Alumni council.</p>
<p>With the help of Cloud Transform, the Radiology department experts and doctors will be able to trace the coronavirus patients easily now.</p>

<strong>Thiruvananthapuram:</strong> The Governor of Kerala, Arif Mohammad Khan, on Thursday signed an ordinance brought by the state government to overcome a high court verdict and cut the salary of government employees to fund the ongoing fight against the coronavirus pandemic.</p>
<p>Opposition parties Congress and BJP had asked the Governor not to give his nod to the ordinance. The Opposition said that Kerala government was taking revenge on employees after it suffered a serious setback in the court.</p>
<p>The government was forced to bring the ordinance after the Kerala High Court stayed its order to slash employees’ salaries for six days every month for the next five months (totalling 30 days). Reeling under severe financial constraints, the government is planning to save Rs 2,000 crore through this.</p>
<p>“It is sad that a big controversy was created over this. It should have been avoided at this juncture. Opposition also provoked employees’ outfits,” said state finance minister Thomas Issac welcoming the Governor’s decision and adding that it was a temporary arrangement.</p>
<p>The government order issued to that effect last week said the move will be applicable to employees of all state- owned enterprises, public sector undertakings, quasi-government organisations and universities, among others.</p>
<p>“All are undergoing a difficult situation. So it is natural that employees will also be a part of the process. We have deducted 30% salaries of ministers, MLAs, board chairmen and others for one year,” Chief Minister Pinarayi Vijayan said on Wednesday.</p>
<p>Announcing the cabinet decision, Isaac had told mediapersons on Wednesday: “As per this ordinance, the state government has been empowered to defer 25% of the salary of government employees, in case of a disaster.”</p>
<p>The minister, however, made it clear that 25 per cent of the salary would not be deferred and the state government would go ahead with its initial six-day cut plan.</p>

<strong>New Delhi:</strong> In a reprieve to the public at large, the government on Friday night allowed opening of neighbourhood and standalone shops, including those located in residential complexes within municipal areas, but at a 50% strength and after taking necessary precautions.</p>
<p>Amending its April 15 order, the Union Home Ministry said ,&#8221;All shops, including neighbourhood shops and standalone shops, shops in residential complexes, within the limits of municipal corporations and municipalities, registered under the Shops and Establishment Act of the respective State and UT&#8221; will be allowed to open during the lockdown. The shops will mandatorily have 50% strength of workers, who must wear masks and Follow social distancing.</p>

<p><strong>Here is a list of what will be open from Saturday:</strong></p>
<p>&#8211; Neighbourhood shops, standalone stores and those in residential complexes within municipal corporation and municipality limits.</p>
<p>&#8211; Local salons and barber shops will be allowed to run if they are not in market complexes.</p>
<p>&#8211; Standalone tailor shops in residential complexes</p>
<p>&#8211; In rural and semi-rural areas, all registered markets will be allowed to function.</p>
<p>&#8211; Non-essentials can be sold in shops in rural areas as well. In urban areas, non-essentials goods and services can operate only if they are in residential complexes or are standalone shops.</p>
<p>&#8211; Market complexes, apart from those within municipal corporation and municipality limits, will be allowed to operate.</p>
<p>However, the order signed by Union Home Secretary Ajay Bhalla, made it clear that shops in market places, multi-brand and single brand malls located in municipality areas shall continue to remain closed till May 3.</p>
<p>Here’s a list of other places will continue to remain shut:</p>
<p>&#8211; Malls, cinema halls, sports complexes, bars, swimming pools, auditoriums, entertainment parks, assembly halls and gyms.</p>
<p>&#8211; Complexes with clusters of shops in urban municipal areas.</p>
<p>&#8211; Big shops, brands and marketplaces.</p>
<p>&#8211; Stores in multi-brand and single-brand malls outside municipality limits.</p>
<p>Opening of neighbourhood shops is being seen as a relief to people who have been under lockdown since March 24 to contain the spread of novel coronavirus.</p>
<p>The Home Ministry order comes on the eve of Muslim holy month Ramzan.</p>
<p>The ministry also said shops located in registered markets located outside the municipal corporations and municipalities can open after following the drill of social distancing and wearing of masks but with 50% strength.</p>
<p>However, single and multi-brands shall continue to remain closed in these areas also.</p>
<p>&#8220;All shops registered under the the Shops and Establishment Act of the respective State/UT, including shops in residential complexes and market complexes, except shops in multi-brand and single brand malls, outside the limits of municipal corporations and municipalities, with 50% strength of workers with wearing of masks and social distancing being mandatory&#8221; will be allowed to function.</p>

<strong>Lucknow:</strong> The Uttar Pradesh government will bring back labourers stranded in other states because of the coronavirus-forced lockdown, Chief Minister Yogi Adityanath said on Friday, and directed officials to prepare an action plan in this regard.</p>
<p>At a review meeting with senior officers, Adityananth asked them to prepare a list of people stuck in other states and have completed 14-day quarantine there so that they can return home in a phased manner.</p>
<p>&#8220;Uttar Pradesh will bring back its labourers stuck in other states. The labourers who have completed 14-day quarantine there should be brought back in a phased manner,&#8221; an official release quoted the chief minister as saying.</p>
<p>&#8220;The labourers, after being brought up to UP border by the states concerned after screening and testing, will be sent to their villages. But first, they will be kept in quarantine in their districts for 14 days. For this, arrangements should be made and the places should be sanitised,&#8221; the chief minister said.</p>
<p>Those who have completed 14-day quarantine in the state should be sent home with ration and Rs 1,000, he said.</p>
<p>A decision has been taken to send two senior officers to districts which have 20 or more coronavirus cases. These officers will camp there for a week and ensure that lockdown is strictly followed, Adityanath said at the review meeting.</p>
<p>Stressing that spread of infections in hospitals and medical centres should be prevented, the chief minister said personal protective equipment kits, N-95 masks and sanitisers should be made available to check this.</p>
<p>He said that the &#8220;identification of hotspots&#8221; and policy regarding it is proving effective and this &#8220;Uttar Pradesh model&#8221; is becoming popular in the country.</p>

<strong>Chennai:</strong> In an order to contain the spread of COVID-19, the government of Tamil Nadu has announced stricter lockdown measures in five municipal corporations – Chennai, Madurai, Coimbatore, Salem and Tirupur – starting April 26.</p>
<p>The municipal corporations of Chennai, Madurai and Coimbatore will enforce a total shutdown for four days starting 6 am on April 26 (Sunday) to 9 pm on April 29 (Wednesday). Similarly, the municipal corporations of Salem and Tirupur will enforce a total shutdown for three days starting 6 am on April 26 (Sunday) to 9 pm on April 28 (Tuesday).</p>
<p>A statewide lockdown is already in place till May 3 in Tamil Nadu following the announcement by Prime Minister Modi. This announcement of tighter restrictions in the five corporations means that apart from extremely essential services, there will be a blanket ban on all other work.</p>
<p>Similarly, small shops which sell vegetables and fruits will not be allowed to function in these areas between April 26 and April 28/29. Vegetables and fruits can be sold only on pushcarts. All other shops and supermarkets which were given permission to function earlier will not be allowed to function. Wholesale markets, however, can operate.</p>
<p>Restaurants functioning in these areas are allowed to deliver food at the homes of the customers and accept orders through phone calls. The government of Tamil Nadu had earlier permitted the public to go to restaurants and buy food parcels during the lockdown period.</p>
<p>Employees of IT companies in these areas must also work from home. Other government and private offices (including the Registrar’s office) will not be allowed to function during this period.</p>
<p>Here is a list of activities that are allowed in these five areas during the stricter lockdown period:</p>
<p>1. Medical services like hospitals, laboratories, pharmacies, ambulances and hearse services will be allowed to function.</p>
<p>2. Essential service departments of the state government like the Secretariat, health and family welfare, police, revenue and disaster management, electricity, Aavin milk, local administrative bodies and water distribution.</p>
<p>3. Thirty three percent of employees in central government offices and banks can carry out the essential work.</p>
<p>4. Amma canteens and ATMs can function.</p>
<p>According to a statement released by Chief Minister Edappadi K Palaniswami, the decision to tighten the lockdown norms in these five municipal corporations comes after recommendations by doctors and public health experts during a review meeting chaired by the Chief Minister on Friday. “Though the spread of the disease has come under control in rural areas, the chances of it spreading in cities is high…during the meeting it was clear that only if the restrictions are made more stringent, the spread of the disease can be brought under control in cities,” said the statement.</p>
<p>Till now Chennai has reported 400 COVID-19 cases, while Coimbatore has had 134 cases. Madurai has 52 cases, Salem 24 cases and Tirupur, 110 cases. <p>On April 20, Telangana state cabinet decided to extend the lockdown period in the state till May 7.</p>
<p>The number of coronavirus cases touched 20,471 on Wednesday, with 652 deaths, according to data from the ministry of health and family welfare.</p>
<p>Maharashtra is the worst-affected state with 6,191 cases of the coronavirus disease, and 251 deaths.</p>
<p>Earlier, in his third interaction with chief ministers since the first lockdown began on March 25, the PM acknowledged that many CMs suggested that the lockdown be extended for a fortnight.</p>
<p>Subsequently, the PM did extend the lockdown period, saying that India will have to strike a balance between “jaan” (lives) and “jahan” (the outside world).</p>
<p>For the government, both at the central and state level, the situation clearly has posed a difficult choice. The demands of public health &#8212; which dictate that an extension of the lockdown is the best way to control the spread of the disease — and the demands of the economy — which is in crisis with supply and demand shocks, closure of factory plants, business becoming unviable, loss of jobs and incomes — have to be reconciled.</p>

<strong>Mumbai:</strong> Uddhav Thackeray, the Chief Minister of Maharashtra, on Tuesday appealed to the Centre to arrange for &#8220;special trains&#8221; to send the migrant labourers back home to their native states as staying away from their families amid the coronavirus disease (COVID-19)-necessitated lockdown is taking a toll on them.</p>
<p>The Maharashtra Chief Minister presented his demands while speaking over video conference to the Inter-Ministerial Central Team (IMCT) dispatched to Mumbai on Tuesday for an assessment of the state government&#8217;s efforts in tackling the COVID-19 pandemic outbreak, which is spreading like wildfire across India.</p>
<p>Thackeray said that as of now, the Maharashtra government is taking care of as many as six lakh migrant labourers in the state, providing them with food, shelter, and medical assistance in relief camps. However, Thackeray said, if the Central Government is anticipating a rise in the transmission of the virus between April 30 and May 15, special trains must be arranged to send them back home and relevant guidelines pertaining to this must be issued by April-end.</p>

If the Central Government is anticipating a rise in the transmission of the virus between April 30 and May 15, then it must consider if it can utilise the time at hand to arrange for special trains to send them back home and issue guidelines about this by April-end.</p>
<p>It may be recalled that, on April 18, over one lakh migrant sugarcane workers were allowed by the Maharashtra government to go back to their villages after a medical check-up. The state government had also directed the sugar factory owners to make the arrangements for the travel and food of these workers.</p>
<p>The Maharashtra Chief Minister has also appealed to the Centre to arrange for additional Personal Protective Equipment (PPE) kits and ventilators and also to relax the foodgrain distribution rules to extend it to those who do not have ration cards.</p>

<strong>Geneva:</strong> The World Health Organization (WHO) said on Tuesday that all available evidence suggests the coronavirus originated in animals in China late last year and was not manipulated or produced in a laboratory.</p>
<p>US President Donald Trump said last week that his government was trying to determine whether the virus emanated from a lab in Wuhan, where the coronavirus emerged in December.</p>
<p>“All available evidence suggests the virus has an animal origin and is not manipulated or constructed in a lab or somewhere else,” WHO spokeswoman Fadela Chaib told a Geneva news briefing. “It is probable, likely, that the virus is of animal origin.”</p>
<p>It was not clear, Chaib added, how the virus had jumped the species barrier to humans but there had “certainly” been an intermediate animal host. “It most likely has its ecological reservoir in bats but how the virus came from bats to humans is still to be seen and discovered.”</p>
<p>She did not respond to a request to elaborate on whether it was possible the virus may have inadvertently escaped from a lab. The Wuhan Institute of Virology has dismissed rumours both that it synthesised the virus or allowed it to escape.</p>
<p>Also on Tuesday, as global cases crossed 2.5 million, the WHO warned that lifting of lockdowns must be gradual, and if restrictions were to be relaxed too soon, there would be a resurgence of infections. Takeshi Kasai, WHO regional director for the Western Pacific, said, “At least until a vaccine, or a very effective treatment, is found, this process will need to become our new normal.”</p>
<p>In Myanmar, a car used by the WHO to transport swab samples to be tested for the virus was attacked, killing the driver and wounding a passenger.</p>
<p>In Germany, Bavaria cancelled the Oktoberfest for the first time since WWII. The event takes place from September to October.</p>
<p>Spain unveiled a series of measures aimed at helping prostitutes and victims of trafficking and sexual exploitation survive the country’s lockdown.</p>
<p>In the UK, as PM Boris Johnson said he would speak with US President Donald Trump and hold an audience with the queen this week, scientists at the University of Cambridge found a link between living in an area of England with high levels of air pollution and the severity of Covid-19. Researchers at the university’s MRC Toxicology Unit analysed data on Covid-19 cases and deaths against the levels of three major air pollutants, collected between the years 2018 and 2019.</p>
