<strong>Mumbai:</strong> Maharashtra government has ordered landlords in the state to postpone rent collection by at least three months. According to the official order, no landlord will evict their tenant during this period.</p>
<p>&#8220;Landlords have been instructed to postpone rent collection by at least three months. During this period, no tenant should be evicted from their rented houses for non-payment of rents,&#8221; Maharashtra Chief Minister&#8217;s Office said today. The state government also warned of strict action against those landlords who evict their tenants.</p>
<p>An official noted financial transactions have not been taking place across markets and factories due to the lockdown, and the this had a bearing on income and employment of people.</p>
<p>&#8220;Several people are faced with difficult financial situations. Large number of people are not able to pay their regular rents. Hence, rent recovery should be postponed for at least three months and no tenant be driven out for non-payment of rent,&#8221; the official circular read.</p>
<p>The state government today also ordered schools from forcing parents to pay school fees during coronavirus lockdown. <strong>Chennai:</strong> On March 24, when Prime Minister Narendra Modi announced that the nation will enter a lockdown beginning midnight, lakhs of workers, who had moved to places far away from their hometowns for jobs, did not expect to be left in the lurch with just four hours’ notice.</p>
<p>Lakhs of migrant workers were stranded in different parts of the country, without means of survival. When all they wanted was to reach the relative comfort and familiarity of their homes, they were subject to police action on their way across state borders.</p>
<p>There has been widespread criticism about the way the governments— both central and state— have handled the situation. In Tamil Nadu, economist and Director at the Institute of Development Alternatives (IDA), Chennai, J Jeyaranjan has been vocal in his criticism of the central government for its handling of the issue. In this interview with TNM, he speaks about the lockdown, the plight of migrant workers and the economy.</p>
<p><strong>A lockdown with a four-hour notice. How do you see this decision?</strong><br />
I am not able to judge it because I am not in a position to say whether such a hurried lockdown was necessary or not. That is the job of public health experts and not of economists like me. It is a public health decision. I can only talk about the consequence of doing it and not about its need.</p>
<p>What we do know is that because it was done on short notice, the most underprivileged people are left high and dry. We (economists) know only that.</p>
<p><strong>What kind of impact do you think this pandemic will have on the economy of the country?</strong><br />
If the economy was in better shape, it would have ended up in shambles due to COVID-19. Now we have no idea what is going to happen. Firstly, we don&#8217;t know when this phase will end. We don&#8217;t know how many days this will go on for and how long it will take to recover.</p>
<p>Usually, when we speak about these things, we will have a precedent to base our views on. Now this is an unprecedented event and hence, we are not able to imagine the consequences of the pandemic on the economy. The growth estimate is falling day on day. So it is a big question mark.</p>
<p><strong>You have been vocal in your criticism of the condition of migrant workers in the country during the lockdown period. How important are they to the economy?</strong><br />
Migrant workers are important for southern states and states like Maharashtra and Gujarat. These states, mainly, have gone through fertility transition, which means that the rate at which the population grows is lesser than the replacement level (meaning every generation is less populous than the one before).</p>
<p>Secondly, the economy in these states are very vibrant.</p>
<p>In states like Uttar Pradesh, Bihar, Madhya Pradesh, etc, population growth is twice or thrice that of the replacement levels. This has created a sort of polarisation, because in the seven industrially vibrant states, labour is required but the availability of labour is less. On the contrary, in states like Uttar Pradesh and Bihar, labour is abundant but there are no opportunities to work. As a result, there is a lot of migration from the centre towards the west and the south. That has been happening on a huge scale in the last 10-15 years.</p>
<p>Even in Tamil Nadu, in jobs that require more than 5-10 people, they prefer migrant workers because of two main reasons.</p>
<p>One, they will be regular and stable in their employment. They won&#8217;t suddenly leave to find a new job or new city. Two, their salaries are a lot less when compared with workers from the same city/town or even state because they usually negotiate for food and stay along with salary and it ends up being a more economical option for the employers.</p>
<p>In fact, migrant workers have organised themselves into specific sectors in Tamil Nadu. For example, the front office work in most hotels in Tamil Nadu are operated by people from the northeast, while the backend operations are handled by Bengalis and Odiyas.<br />
Similarly flooring work will be done by people from Rajasthan etc. The market has segmented itself based on the states from where the labourers hail. The situation has become such that the industrial hubs around Chennai will not function without these migrant labourers. They have become indispensable for work.</p>
<p><strong>What is your take on the way migrant workers were treated in the country following the announcement of the lockdown?</strong><br />
They were not considered as human beings at all. They were thrown on the streets and left at the mercy of nature. The governments did nothing.</p>
<p>The central government has huge financial muscle and states are the ones dealing with the people directly. So the Centre should keep the resources and the state should execute it. That is the system we have in place. That&#8217;s how the Constitution has been written.</p>
<p>Suddenly, they announced the lockdown and nobody bothered about the migrant workers. They lost work, they didn&#8217;t have money, food, or a place to stay and so they started walking back home. It is a simple human reaction.</p>
<p><strong>How do you think they could have been treated instead?</strong><br />
The clampdown was brought in to stall the spread of the virus. To ensure that, the governments must have instructed people to stay back wherever they are and provided them with basic necessities like food and a place to stay. That was not taken care of.</p>
<p>Instead of closing down all schools and colleges, some of them could have been set up to accommodate the workers. The Food Corporation of India warehouses are overflowing with grains. It could have been given to these workers along with provisions. The government has not done that.</p>
<p><strong>The Supreme Court has asked why migrant workers need wages when they are given timely food. Do you think the court’s take is justified?</strong><br />
They (the judges) are occupying the highest positions and they are very insensitive. This middle-class arrogance has seeped into the judiciary. What else can I say about their attitude?</p>
<p>These are fellow citizens whom they are talking about. If they are going to turn towards them and tell them &#8216;when you have rice and lentils, why do you need money?&#8217;, where do we, as human beings, go from this point?</p>
<p><strong>The Centre and state governments have announced financial assistance for the poor. Do you think it is sufficient for them?</strong><br />
This is pathetic money. At least the government of Tamil Nadu is trying to do whatever is possible with available resources. But the Centre is not opening its kitty at all. It is just rehashing the schemes that were already in existence and packaging it very cleverly. It is all mere words.</p>
<p><strong>How do you think the government can bolster the economy once the pandemic is over?</strong><br />
We need to wait and watch since we do not know the kind of damage the pandemic would inflict on the economy. We do not know when this is going to end. We do not see the end of the tunnel or the light there. <strong>Ahmedabad:</strong> The Gujarat Government has enforced home quarantine and ensured doorstep delivery of essentials.</p>
<p>Ahmedabad, which has reported over 50 COVID-19 cases and 5 deaths, has been identified as one of the hotspots of the pandemic. It is fighting the virus through innovative means: use of technology, home quarantine and delivery of essential services at the doorstep in certain clusters.</p>
<p>The Ahmedabad Municipal Corporation (AMC) has taken several initiatives even before the lockdown started on March 24. On March 5, it announced a plan that mandated home quarantine for all those returned from abroad. “From March 6 to 22, 6,000 people came to Ahmedabad from abroad. All were compulsorily quarantined for 14 days. When we realised that it was important to quarantine their families too, we ensured that they were quarantined and all essential services were delivered by the civic body,” AMC Commissioner Vijay Nehra said. He said the home quarantine of international passengers had a major effect; only a couple of cases were reported from among them.</p>
<p>As the cases started coming in, the AMC, in a first in the country, declared the names and addresses of infected persons citing public interest. “The names of the persons found positive may be declared in public interest so that others who could have come in contact with them can voluntarily inform the authorities and isolate themselves,” the civic body said. During the lockdown, the civic body started delivering vegetables and fruits in different localities and asked Reliance Fresh, DMart and Big Bazaar to deliver provisions and food items at the doorstep.</p>
<p>When the exodus of migrant workers started, the AMC asked all builders and developers to make sure that the workers from their sites did not flee.</p>
<p>The AMC has created 500 teams of health workers and others for a door-to-door survey. Those with even mild symptoms will be taken to hospitals for testing.</p>

<strong>Ahmedabad:</strong> As many as 1,800 people from Gujarat, who were stranded in Uttarakhand due to the nation- wide lockdown imposed to curb the spread of coronavirus, will be brought back to Ahmedabad in 28 buses by Saturday night, a senior official said.</p>
<p>The buses have been arranged by the Gujarat government, the official said.</p>

They are being brought back in 28 buses thanks to the efforts of Union ministers Amit Shah and Mansukhbhai Mandaviya, and Chief Minister Vijay Rupani,&#8221; Secretary to the chief minister, Ashwani Kumar, said.</p>
<p>In the midst of the lockdown- while all the transport means were suspended– on March 28, a fleet of special luxury buses was arranged to directly ferry to home around 1800 Gujarati pilgrims stranded in Haridwar at the behest of Union Home Minister Amit Shah and Gujarat Chief Minister Vijay Rupani. In stark contrast, the Delhi authorities denied transport permission to the stuck members of Tabitha Jamaat at its headquarters Markaz Nizamuddin due to lockdown who had even arranged their own vehicles for the journey as early as on 25th March.</p>
<p>According to Dainik Bhaskar, one of the largest circulated Hindi daily, “It is March 28. A message came on the mobile of Mukesh Kumar, living in Ahmedabad. This message was sent by a friend of his. It wrote that ‘Tonight many buses of Uttarakhand Transport are reaching Ahmedabad. These buses will return to Uttarakhand tomorrow morning, you too can return back to your home.</p>
<p>Mukesh felt that his friend might have joked by sending messages. When the traffic across the country has come to a standstill and the borders of all the states have been sealed, then how can Uttarakhand transport buses come to Ahmedabad, 1200 km away?</p>
<p>But to his utter surprise the buses reached Ahmedabad on March 29. Ashwani Kumar, secretary to the Chief Minister of Gujarat, told a news agency– “Around 1800 people from different districts of Gujarat were stranded in Haridwar. With the special efforts of Union Minister Mansukhbhai Mandaviya, Home Minister Amit Shah and Chief Minister Vijay Rupani, arrangements were made to evacuate these people to their homes.</p>
<p>Due to this arrangement, many buses of Uttarakhand Transport Corporation reached Ahmedabad from Haridwar.</p>
<p>Interestingly, this work was done with such secrecy that even the transport minister of Uttarakhand did not get the news that many buses of his department had gone for 1200 km crossing the borders of many states during lockdown.</p>
<p>When the news became public that the buses were departed from Haridwar, people started raising questions that when workers are stranded at different places all over the country due to the lockdown, why are special buses being run only for the people of Gujarat?</p>
<p>Furthermore, they also questioned that why no bus was run for the migrants from Uttarakhand who were forced to return on foot from all places?</p>
<p>Public traffic was disrupted after the lockdown was announced on March 25, but large gatherings were halted several days before that. In such a situation, these people had full time to return to Gujarat before the lockdown, so why did these people not return before March 25? These pilgrims from the home state of the Prime Minister and the Home Minister were said to be closed to them. It is also clear from the official statement of Ashwani Kumar that while millions of people are trapped here and there across the country, these people trapped in Haridwar were taken out after special intervention by the Home Minister directly.</p>
<p>Now see what has had happened with the people stuck in Markaz Nizamuddin as they obeyed the PM’s lockdown instruction that everyone should stay wherever they were.</p>
<p>Even, Markaz Nizamuddin people sought the help of authorities in getting permission for the transporting these people to their native places.</p>

<p>Maulana Mohammad Ahsraf, spokesperson of Tablighi Jamaat, said when the PM announced the “Janta Curfew”, for March 22, 2020, the ongoing program in Markaz Nizamuddin was discontinued immediately, however due to sudden cancellation of rail services across the country on March 21, 2020, a large group of visitors who had to depart by way of railways got stuck in the Markaz premises.</p>
<p>Before the Janta Curfew could be lifted at 9 PM, the Delhi Chief Minister, Arvind Kejriwal announced lockdown of Delhi beginning at 6AM on March 23, 2020 till March 31 2020, thereby further diminishing any chances of these visitors availing road transport for their journey back home.</p>
<p>Maulana Ashraf said the Markaz people approach the authorities on March 25th to issue vehicle passes but it was denied to us.</p>
<p>Even a list of 17 vehicles with registration numbers along with the names of the drivers plus their license details were submitted to the Ld. SDM so that the stranded visitors/guests could be ferried towards their destination but the requisite permission did not get, he added.</p>

<strong>New Delhi:</strong> A month after India banned the export of Hydroxychloroquine, US President Donald Trump has requested Prime Minister Narendra Modi to release the amount of drugs ordered by the United States.</p>
<p>Donald Trump said that he spoke to PM Narendra Modi on Saturday (April 4) morning and made a request to release Hydroxychloroquine for America.</p>
<p>&#8220;I called Prime Minister Modi of India this morning. They make large amounts of Hydroxychloroquine. India is giving it a serious consideration,&#8221; Trump stated while addressing his press conference at the White House.</p>
<p>On March 25, India&#8217;s Directorate General of Foreign Trade banned the export of Hydroxychloroquine but said that certain shipments on humanitarian grounds may be allowed on a case-by-case basis.</p>

<p>Confirmed cases of the coronavirus pandemic in the United States surpassed 300,000 on April 4, with over 8,000 fatalities.</p>
<p>Scientists across the world in particular in the US are racing against time to find either a vaccine or a therapeutic cure to the virus that has so far killed over 64,700 people and infected 1,202,242 in more than 160 countries.</p>
<p>For the successful treatment of Covid-19, the Trump administration is banking heavily on the use of Hydroxychloroquine, a decades-old malaria drug, based on some previous results.</p>
<p>Following a quick provisional approval from the US Food and Drug Administration last Saturday, the malaria drug along with a combination of some other drug is being used in the treatment of about 1,500 coronavirus patients in New York City.</p>
<p>According to the US President, the drug is yielding positive results. If successful, he told reporters that it would be a gift from heaven.</p>
<p>In the next several weeks, health experts in the US has projected between 100,000 to 200,000 deaths due to coronavirus, which due to human-to-human transmission is spreading like a wildfire in the US.</p>
<p>In anticipation of it being a successful drug in the treatment of coronavirus, the US has already stockpiled some 29 million doses.</p>
<p>It is in this context Trump requested Modi to help the US get millions of doses of Hydroxychloroquine, a malaria drug that can be produced at a mass scale in India.</p>
<p>Trump said he would appreciate if India releases the amount of Hydroxychloroquine that the US has ordered. &#8220;And I said I would appreciate if they (India) would release the amounts that we ordered, he said, without mentioning that quantity of Hydroxychloroquine that has been ordered by US companies from India.</p>
<p>The Trump administration has made Hydroxychloroquine as part of its Strategic National Stockpile.<br />
Trump said that people in malaria affected-countries take Hydroxychloroquine and not many people are infected by the coronavirus.</p>
<p>Trump said that he would take Hydroxychloroquine if needed.</p>
<p>&#8220;I think people should if it were me, in fact, I might do it anyway. I may take it, Ok? I may take it. And, I&#8217;ll have to ask my doctors about that, but I may take it, he said in response to a question.</p>

<strong>New Delhi:</strong> The World Bank on Thursday, April 2, approved $1-billion emergency financing for India to help tackle the coronavirus outbreak. The pandemic has claimed over 55 lives in the country and infected more than 2,000 others.</p>
<p><strong>Largest Ever Healthcare&#8217;s Support</strong></p>
<p>The support was approved by the World Bank&#8217;s Board of Executive Directors to India&#8217;s COVID-19 Emergency Response and Health System Preparedness Project. This is the largest ever health sector support from the Bank to India.</p>
<p>According to the Bank sources, its first set of aid projects, amounting to $1.9 billion, will assist 25 countries. Its new operations are moving forward in over 40 nations using the fast-track process. The largest chunk of the emergency financial assistance has gone to India &#8212; $1 billion.</p>
<p>This new support will cover all states and Union Territories across India and address the needs of the infected people, at-risk populations, medical and emergency personnel and service providers, medical and testing facilities, and national and animal health agencies.</p>
<p><strong>Bank looks to grant up to $160 bn to the Nations</strong></p>
<p>According to the Bank officials, &#8220;In India, $1 billion emergency financing will support better screening, contact tracing, and laboratory diagnostics; procure personal protective equipment; and set up new isolation wards.&#8221;&#8221;The project will immediately enable the Government of India (GOI) to scale-up efforts to limit human-to-human transmission, including reducing local transmission of cases and containing the epidemic from progressing further. In parallel, interventions to strengthen the health system will be rolled out to improve the country&#8217;s capacity to respond to the COVID-19 epidemic and be better prepared to respond to emerging disease outbreaks, including transmission between humans and animals,&#8221; added the Bank statement.</p>

<p>What If These People&#8217;s Representatives Donate Only ₹ 1 lakh from their Personal Accounts To PMRF,  India can collect Rs 27276,500,000.00, To fight the Corona Epidemic.</p>
<p>Why every time the appeal is made to the citizens of the country to help the country in such calamities? Modi can announce 10 Million Dollars at the SAARC Meeting&#8230;What about India&#8230;Modi government have money for us?<br />
Want Donation from the Citizens?</p>
<p>Do these politicians don&#8217;t have any responsibility and accountability towards the people of India whom they are touting to represent ?</p>
<p>After all, these supposedly honorable MPs and MLAs+ beat their chest and claim they represent the citizens at every opportunity they get and are given alloted public / tax payers money to look after us, while they firmly believe it&#8217;s their money and do us a favor by not even doing their duties towards us?</p>
<p>While that money is given by the public to the government in the form of tax to run and develop the country. Can not the Prime Minister of our country Narendra Modi, appeal to our/his public representatives in the national interest?</p>
<p>Since it is not done,  we the citizens are taken for granted all the time.<br />
Now citizens are requesting the Prime Minister Narendra Modi to demand from our honorable public representatives of India to donate Rs.1 lakh each from their personal accounts to contribute to the  PMRF.</p>
<p>Was this fund not used all along in times of such calamities? Many of us were doing it, yes,  we were.  By the way,  why another  fund launched &#8211; PM CARES ?</p>
<p>Our take,  Yes,  help we must , help directly those in need rather than such money grabbing machines through emotional  crap in the  name of rendering  and providing relief to serve us and our fellow brethren.</p>
